The February Governance Summary highlights additional approved proposals that continue to formalize relationships with key ecosystem players like the karpatkey DAO. Meanwhile, DappCon Berlin—our annual gathering for applications and infrastructure powering the open internet—has opened volunteer applications for its June 2025 event.

📣 GnosisDAO Commits $4.8 Million to HOPR for Development of Private, Uncensorable VPN

GnosisDAO has voted to approve a significant $4.8 million investment in HOPR to accelerate the development of Gnosis VPN!

The proposal received overwhelming support with 77.3k GNO voting YES.

Following the successful proof-of-concept that exceeded expectations, GIP-122 has passed to fund the continued development of a trustless, decentralized, and uncensorable VPN service running on the HOPR network.

The approved two-year roadmap focuses on:

• Developing an MVP that doesn't require users to run their own HOPR node
• Creating a market-ready product for mainstream crypto users
• Optimizing the HOPR protocol for VPN service demands
• Hardening privacy components to ensure censorship resistance

The investment will be provided to HOPR over two years in exchange for HOPR tokens at a 90-day TWAP. Additionally, 500 GNO has been allocated to incentivize new node runners to bootstrap the service.

This initiative aligns with the Gnosis 3.0 vision, transforming Gnosis VPN from a proof-of-concept supporting under 100 users to a global service ready for widespread adoption across multiple devices.

📣 GIP-101 Complete: Announcing the 10 Selected GnosisDAO Delegates

We're pleased to announce the successful completion of the GnosisDAO Delegate Selection Process (GIP-101)!

After a thorough nomination and voting process, the following 10 delegates have been selected to receive 5,000 GNO each as part of our initiative to strengthen governance participation:

The program distributes temporary voting power for a six-month period, during which delegates will be evaluated on their voting record and communication.

This initiative represents an important step toward more effective and inclusive decision-making within the GnosisDAO ecosystem. We look forward to seeing the positive impact these delegates will have on our governance.

🔐 Shutter Network Launches Threshold Encryption API for dApp Privacy

ShutterNetwork has launched Shutter API, a threshold encryption service making privacy features easily accessible to dApp developers within the Gnosis ecosystem.

The API complements Shutter's encrypted mempool work by targeting the application layer directly, enabling commit-reveal workflows, encrypted time-locked transactions, and enhanced privacy for gaming, governance, and financial applications.

This "sealed envelope" approach allows information to remain private until predetermined conditions are met, addressing a critical barrier to Web3 adoption while requiring no cryptographic expertise from developers.

Already live and powering early applications, Shutter API aligns with Gnosis 3.0's vision of building accessible, decentralized financial infrastructure that bridges blockchain technology with practical everyday use.
